Agile Command and Control
The Agile Command and Control (C2) STaR Shot was a Defence Science and Technology program established to transform Command and Control across operational levels. Ground Effects Consulting was engaged as Program Manager from inception, establishing the governance, planning and delivery structures needed to coordinate the complex, multidisciplinary research program. Our role included requirements definition, scope and schedule management, stakeholder and end-user engagement, integration of research teams, delivery assurance and transition planning.
Combining program management expertise with deep Defence experience, we helped connect research activity with operational needs, refine objectives and ensure emerging technologies and research outcomes could translate into practical value for the Australian Defence Force.
The program contributed to improved plan-to-execution cycles, stronger socio-technical team performance and greater situational understanding, while supporting the application of emerging technologies including artificial intelligence, machine learning, advanced data analytics, digital engineering and human-machine teaming.
Following the success of the Agile C2 STaR Shot, Ground Effects was re-engaged to support the expanded Integrated Command, Control, Communicate and Compute (IC4) Program.
